Step-by-Step Instructions
  1. Melt the butter in a large pot over medium-high heat until foamy, about 1-2 minutes.
  2. Add chopped celery and the white parts of green onions and sauté for about 3 minutes until soft.
  3. Stir in minced garlic, salt, and black pepper, cooking for an additional minute until fragrant.
  4. Sprinkle in all-purpose flour to coat the vegetables evenly, removing pot from heat for 30 seconds.
  5. Gradually pour in whole milk and heavy whipping cream while stirring constantly until thickened, about 2-3 minutes.
  6. Increase heat to bring the mixture to a gentle boil, stirring for about 4-5 minutes.
  7. Stir in cream-style corn and corn kernels, allowing to simmer for 5 minutes.
  8. Add shrimp and Old Bay seasoning, cooking for about 3 minutes until shrimp are opaque and pink.
  9. Taste and adjust seasonings before serving warm in bowls, garnished with green onion tops.

Notes
