- Slice the beef sirloin or flank steak thinly against the grain into strips, about 1/4-inch thick.
- Combine cornstarch, all-purpose flour, baking powder, salt, and pepper in a bowl. Add egg and water, whisking until smooth.
- Heat vegetable oil in a frying pan over medium-high heat. Dip beef strips in batter and fry in batches for 3-4 minutes until golden brown.
- In a wok, heat sesame oil, sauté garlic and ginger. Add onion and bell pepper, cooking for 2 minutes.
- Stir in soy sauce, rice vinegar, hoisin sauce, chili sauce, and sugar. Simmer for 2 minutes.
- Add fried beef to the sauce, stir-frying for 2-3 minutes until coated.
