- Prepare the brownie base by mixing the German chocolate cake mix, 6 oz of evaporated milk, and melted salted butter until just combined.
- Create the caramel layer by melting unwrapped caramels with the remaining 6 oz of evaporated milk in a saucepan over low heat.
- Assemble the brownies by spreading two-thirds of the brownie batter into a greased baking pan and pouring the caramel layer over it.
- Add Snickers, chopped pecans, and semisweet chocolate chips over the caramel, pressing them gently down.
- Bake the pan in the oven for 25-30 minutes until edges are set; sprinkle milk chocolate chips on top after removing from the oven.
- Cool the brownies on a wire rack for at least 1 hour before cutting into squares.
