- In a skillet set over medium heat, add ground beef and cook until browned, about 5-7 minutes. Drain excess fat and mix in soy sauce and chili flakes. Cook for another 2-3 minutes until fragrant. Remove from heat and cool slightly.
- Bring a shallow dish of warm water. Soak each rice paper wrapper for 10-15 seconds until pliable. Let excess water drip off and place on damp kitchen towel.
- Arrange the softened rice paper wrapper on a flat surface. Place one leaf of Thai basil at the bottom center, add a spoonful of beef mixture, and any chosen vegetables. Fold sides over and roll tightly.
- Serve immediately with peanut or sweet chili sauce for dipping. Store unused rolls in an airtight container lined with damp paper towels.
